Riverside County CEO Jeff Van Wagenen Named in Taxpayer Lawsuit Over Animal Services
Riverside County CEO Jeff Van Wagenen is facing legal action as a taxpayer lawsuit alleges mismanagement of the county's animal services department, nepotism, and wasteful spending of public funds. Filed Monday by the Walter Clark Legal Group, the lawsuit claims Van Wagenen’s leadership decisions have cost taxpayers millions while contributing to the deaths of over 24,000 adoptable animals in two years. Central to the lawsuit is the hiring of former Animal Services Director Erin Gettis, who plaintiffs argue lacked the necessary qualifications for the role. During her tenure, over 24,000 animals reportedly died, making Riverside County among the highest in animal death rates nationally. Critics also allege nepotism, citing Gettis’s relationship with her husband, who serves as Chief Deputy County Counsel, and others hired based on connections rather than merit. Following public outcry, Van Wagenen reassigned Gettis to a high-paying role in the Riverside University Health System, despite her lack of relevant experience. He then contracted shelter consultant Kristen Hasson for $2.5 million to address shelter issues. Critics argue Hasson’s strategies, including managed intake, encourage leaving animals on the streets without addressing overpopulation or neglect. The lawsuit seeks to cancel Hasson’s contract and recover funds already paid. Walter Clark, representing the plaintiffs, emphasized that public officials have a fiduciary duty to use taxpayer funds responsibly, stating, “These side deals and opaque hiring practices undermine public trust.” Van Wagenen has 30 days to respond to the lawsuit. While he declined to comment on the litigation, he acknowledged disagreements over solutions for improving the animal services department and implementing life-saving measures for animals. This is the second lawsuit targeting Riverside County’s animal services since August, signaling growing scrutiny of the department’s practices and leadership.
